<p>Cutting health-care costs has become something of a national obsession. And rightly so, according to the Kaiser Family Foundation, the United States spent almost 1.7 trillion on health care in 2003, accounting for 15.3 percent of the Gross Domestic Product.</p>
<p>Government agencies and insurance companies have concocted several strategies to stall rising costs&#8211;HSAs, consumer-driven health care and Medicaid cuts&#8211;which is why  recent efforts by some states to widen insurance coverage is receiving push back from businesses and insurance companies.</p>
<p>Recently, the mental health insurance bill or mental health parity has been the unlikely star in the Ohio and New Jersey senates. The measure would provide equal health-care coverage for some mental illnesses, which goes against the trend of cutting health-insurance benefits in an effort to cut costs. But it seems the pendulum is swinging away from cost-costing maneuvers, at least on this particular point, as more people are speaking out for the issue.</p>
<p><span id="more-230"></span><br />
Ohio legislative leaders are starting to come around in favor of the bill after nearly 15 years of opposition. The newfound support and imminent inauguration of a Democratic governor could make Ohio the 38th state to enact this law.</p>
<p>In New Jersey, the mental health parity was recently approved by the Budget and Appropriations Committee and now moves on to the Senate. Despite objections that it will raise the already sky-scraping cost of New Jersey health insurance, many believe the bill will gain bipartisan approval before year&#8217;s end.</p>
<p>Supporters argue that it&#8217;s discriminatory to provide coverage for a physical condition, such as Parkinson&#8217;s disease, but deny it for a mental illness, like Schizophrenia, when both diseases are caused by an irregular level of dopamine in the brain. A sound argument&#8211;but not necessarily one that resonates with the small businesses that will feel the financial burn, should the law mandating equal coverage pass.</p>
<p>Although adding another benefit seems counterintuitive in the effort to lower the cost of health insurance, it&#8217;s the direction we&#8217;re headed&#8211;nearly three-fourths of the states already have laws in place.</p>

<p>For those who have made it through the transition into adulthood, the mention of such things may evoke sentiments of nostalgia; for those still in the midst of it&#8211;possibly panic. But we can probably all agree this uncertain time can be trying&#8211;even more so in the past few years.</p>
<p>Why? Because scads of young adults are without health insurance&#8211;approximately 1 in 3, compared to 1 in 6 Americans overall.</p>
<p><span id="more-140"></span><br />
During this tumultuous time, young people often go without the societal support offered children and older adults. It&#8217;s not that those crazy kids just don&#8217;t know the value of a good health plan, either. In fact, according to a 2002 study conducted by The Kaiser Commission for Medicaid and Uninsured, 70 percent of young adults rate adequate health insurance one of their top priorities when choosing a job. Unfortunately, frequent career changes, lack of job-based benefits and stints of unemployment beget inevitable periods without health insurance.</p>
<p>According to a Commonwealth Fund publication, 40 percent of uninsured 19-29 year olds received no preventative health care in the past year. And half of uninsured young adults with low incomes did not receive needed medical care.</p>
<p>Although this age group is generally considered healthy, they&#8217;re actually at higher risk for certain acute conditions, such as HIV and sexually transmitted diseases. Case in point: the Commonwealth Fund reported people 19-29 receive one-third of all HIV diagnoses. Of the 21 million women ages 19-29, 3.5 million become pregnant annually. And individuals in this age group are more likely than children or older adults to sustain injuries that require emergency care.</p>
<p>Whether you&#8217;ve recently turned 19 and been booted from your parent&#8217;s coverage; you&#8217;re leaving fun-filled college life and your student health insurance behind; or you&#8217;re working somewhere that doesn&#8217;t offer benefits, you do have options. If you were covered under your parent or legal guardian&#8217;s plan and are no longer considered dependent (read: you&#8217;ve turned 19 and are not enrolled in college), you could qualify for COBRA. You may also want to consider individual health coverage if you think you&#8217;ll be without health insurance for an extended period of time.</p>
<p>Each state has its own laws regarding coverage.  So do some research, find out your state&#8217;s requirements (find helpful consumer guides here), and make sure you get and keep health insurance during this time of flux.</p>

<p>Types of Health Insurance Plans</p>
<p>There are two categories of health insurance &#8211; indemnity plans (also known as fee-for-service plans), and managed health care plans (HMOs, PPOs, and POSs).</p>
<p>Indemnity Plans</p>
<p>These plans let you choose your own physicians, specialists, and hospitals.</p>
<p>These are the most expensive health care plans. They have higher out-of-pocket costs, higher premiums, and involve more paperwork than other plans. Deductibles range from $500 to 1,500. You pay 20% of your medical expenses and your insurance company pays 80%.</p>
<p>HMOs (Health Maintenance Organizations)</p>
<p>These plans assign you a network of physicians and hospitals that you must use for your health care.</p>
<p>These are the least expensive plans. They have minimal co-payments (usually $5 to 10 per visit), minimal paperwork, and some plans provide coverage for preventive-care.</p>
<p>POSs (Point of Service Plans)</p>
<p>These plans also assign you to a health care network, but you may see a physician outside the network for an additional fee.</p>
<p>These plans cost a little more than HMO plans. They have minimal co-payments (usually $5 to 10 per visit), minimal paperwork, and usually provide more preventive-care coverage than HMOs.</p>
<p>PPOs (Preferred Provider Organizations)</p>
<p>Like HMOs and PPOs, these plans assign you to a health care network, but unlike HMOs and PPOs you can see non-network physicians.</p>
<p>These are the most expensive managed health care plans. Most plans have a deductible (usually $500 to $2,000) and have higher premiums than HMOs or PPOs.</p>

The concept of allowing individuals to opt for an HSA in lieu of a traditional managed care plan was born out of the Medicare Prescription Drug, Improvement and Modernization Act signed by President Bush in late 2003.</p>
<p>An HSA is like a tax-sheltered savings account. You even get a debit card. You and your employer (if you have one) can continue to deposit money up to the maximum. If you don&#8217;t deplete it this year, the remaining money rolls over into the next, growing at a tax-favored rate. What is left upon retirement you can cash in and upgrade to a bigger condo in Florida.</p>
<p>To be eligible for an HSA, you must have a qualified High Deductible Health Plan (HDHP,) which is an inexpensive, health-insurance policy with much higher out-of-pocket costs.  Although the deductible includes all your medical expenses, the plan <em>can </em>cover preventative care, such as immunizations, pre-natal care and physicals. All other expenses, including prescriptions, are paid using the funds in your Health Savings Account. Each year, you can contribute to your HSA up to the deductible amount of your HDHP.</p>
<p><span id="more-161"></span><br />
Proponents of the HSA contend it makes the insured more accountable for their medical decisions&#8211;maybe you&#8217;ll see a doctor fewer times if the financial burden is yours. It reasons that if less people seek unneeded medical care, the overall cost of health care will decrease. However, critics disagree, saying this type of plan discourages people from seeking needed medical care, which could lead to chronic conditions that are more expensive to treat, consequently, driving up the cost of health care.</p>
<p>Whether HSAs will lower overall health care costs remains to be seen&#8211;their value for some people does not. Portable, flexible and, if you rarely seek medical care, affordable, an HSA is a better choice for some. An HSA is like an IRA, providing a place for you to deposit non-taxable money you can collect when you retire. And you&#8217;ll likely save money on the HDHP because your health-insurance premiums will be much lower.</p>
<p>However, if you have a chronic condition that requires frequent medical care and numerous prescriptions, an HSA could get pretty expensive. You&#8217;re required to pay those costs until you reach the deductible, which can be as high as 1,050 for an individual and $2,100 for a family.</p>
<p>HSAs yes or no? It&#8217;s a personal choice that will likely affect many facets of your life, so bone up on the pros and cons before making the switch from a standard health insurance plan to an HSA.</p>

<p>The price of those favorite sweet drinks may soon be out of reach, if leading health experts have anything to say about it.</p>
<p>Soda intake has increased by nearly 30 percent during the past decade, delighting manufacturers like Coke and Pepsi but increasing the chances of obesity and other health problems by 60 percent, especially in children.</p>
<p>Since they&#8217;re not necessary for living, some say attaching soda taxes to sugared drinks will cause people to replace them with healthier ones, like milk and water.</p>
<p>Though 40 states already have small taxes on sugared beverages in place, according to the New England Journal of Medicine, experts say it&#8217;s not enough to deter intake—or the obesity, diabetes and other health problems that go along with it.</p>
<p>At a mere 5.2 percent, the current tax in states that have already instituted them has had little effect on soda consumption, leading experts to propose a tightening of the belt and higher taxes, much like those already attached to tobacco products.</p>
<p>The solution, they say, is to raise soda taxes, increase product prices—and use the revenue generated to supplement state and federal budget shortfalls.</p>
<p>But most people asked whether or not they favor the tax are adamantly opposed to it.  However, &#8220;A tax on sugar-sweetened beverages is really a double-win,&#8221; says Dr. David Ludwig, director of the Optimal Weight for Life program at Children&#8217;s Hospital in Boston.</p>
<p>&#8220;We can raise much-needed dollars, while likely reducing obesity prevalence, which is a major driver of health care costs&#8221; as part of an overall health insurance reform package, Ludwig says.</p>
<p>If even one quarter of the calories consumed from sugared beverages are replaced by other food or low-calorie drinks, the decrease in consumption would lead to an estimated reduction of 8,000 calories per person per year—which equals slightly more than two pounds each year for the average person.</p>
<p>Experts agree that such a reduction would be sufficient to substantially reduce the risk of obesity and diabetes, and may also reduce the risk of heart disease and other conditions.</p>
<p>But should government step in to rescue us from ourselves and our vices? Or should we elect to make changes in our own homes and families? Are we hurting people around us with our &#8216;Coke habits,&#8217; or does the future of our nation&#8217;s health lay on our government&#8217;s shoulders?</p>
